What is the new 69 meme? This is burned into my mind, as "69, dude!" From Bill and Ted. Also, I was sure that Wayne's World did "69, excellent!", but I may have imagined that.

Now I'm kind of disappointed that this is NOT the actual title of the film.

69' in the meme sense refers to the sexual position. The common answer online is to say "Nice." whenever you see it come up. It's similar to say "420" being synonymous with marijuana smoking.
As for the film itself I'm quite pleased this is the direction the film is going. Although having the script described as having "heart" makes me scratch my head. A Tarantino film with heart? What could it mean?

And to “shake your booty”, means to wiggle one’s butt. Allow me to demonstrate.

True Romance-ish?

Most likely that the Manson family eat Sharon Tates still beating heart.
That has got to be the laziest "meme" ever. Not only was there already a perfectly apt existing line from the afformention Bill and Ted, but that is like a preschool version of "thats what she said".

I'm just glad that Manson is finally getting the attention he has been sorely lacking. And that QT is tackling a subject that has not been addressed either in book form or (obliquely or otherwise) in cinema. He's FINALLY breaking new ground !!!11 Late 60's YEAH!!

Apropos of not too much, one time circa 1984 The NY Mets were having a Banner Day, so my friends spray painted in large letters: 69 ONE MORE TIME on a bedsheet and actually got to parade around the field with that pre-game . . .
Maybe Tarentino's agents have secured Charles Manson's death as part of the film's publicity (he's reportedly very ill, near death watch).

First plot details.
Set in Los Angeles in the summer of 1969, Tarantino’s upcoming movie, according to a source who read the script, focuses on a male TV actor who’s had one hit series and his looking for a way to get into the film business. His sidekick—who’s also his stunt double—is looking for the same thing. The horrific murder of Sharon Tate and four of her friends by Charles Manson’s cult of followers serves as a backdrop to the main story.

A number of people on Twitter are suggesting that Tarantino might be hoping to get Cruise to play Manson, which is just so crazy that I now imagine that's absolutely what he'll go for even if the age will be all off. Seems like easy bait if Cruise would be interested in actually trying the Oscars thing for the first time since the 90s, too.

Will be one of two new films (along with Call of the Wild) added to the list to get a hefty California tax credit next year, which means it'll be filmed in-state, and will be done so next year.
Also, the working title (well, I mean, it
isn't a title at all, but you know what I mean) is
Untitled #9.
If anyone's interested in a list of all the productions being shot in California next year and getting a tax break for doing so, the list is:
A Variety commenter astutely wonders aloud:
no wonder the democrats use hollywood for a piggy bank because hollywood then recoups from the state and for just 2 movies. something stinks and this seems completely rigged to the studios. is how they pay for antifa

So, he's as pretentious with his working titles as his opening credits then...

Huh? I mean, it's his 9th film and it's untitled, what's pretentious about it?

Sorry, maybe I should elaborate. That, in and of itself, maybe isn't pretentious without context.
I just don't view him as an amazing enough director to put things like "The 8th film by Quentin Tarantino" in his title cards and not be viewed as pretentious. Especially since his films seem to contain more unoriginal material than original as far as style is concerned (to a point where it goes beyond simple borrowing).
"Untitled #9" just feels like the same thing.
Of course, maybe others don't feel the same as I do in this regard.

All of the reporting on this has always suggested that the film will be filmed next year but released in 2019, so why the change?

No change. I assumed 2018 based on an early 2018 shooting schedule and Tarantino's usual late December release dates, but if there's reporting to the contrary - presto! it's 2019
It said 2069 before, so.

If Cruise is circling, I really don't imagine they're shooting for early next year - he's got a ton of other upcoming projects that have been in development for a long time and are actually happening. I know The Post has everyone high on this idea of getting movies done in no time but to line up as many huge stars as this who are actually balancing other major projects (DiCaprio, weirdly, the exception to that - he still hasn't decided on his follow-up to the Revenant) and film in the Spring to have release in the Fall seems wildly optimistic, especially now that it's with a different distributor who will probably have a totally different distribution scheme in place than Tarantino's had in the past.

Late* December isn't the fall, but I get your point - I had heard early 2018 for shooting.
Also, if this comes out in 2018 after all of this, I'm coming for you.
