I almost certain that it's not from "The River", atleast then it's from a scene I don't recall, also it doesn't look like Technicolor. If you look and the pillars in the background, it looks like the flag from either Mexico or Iran.

Here's the trailer (bigger sizes available) for
Darjeeling Limited. The women in their costumes are in the scene at around the 23 second mark, where Owen says "This is incredible".
(But yeah, those pillars...)

Iran and Mexico use more of a red...it's definitely the more orange color of India's flag.

Note the orange is on top just like the pillars vs. the red on the bottom/far right of Iran/Mexico.

Mexicans and Persians don't wear saris. This alone should eliminate a few conclusions. Plus the writing on the banner is either Hindi or Punjabi.

There is no banner in the picture posted and no Caucasians, and they are not Mexican.

Let's put an end to this blether once and for all. The pillars are in the colours of the Irish flag and the building is Drogheda tram station where there is a big Hindi immigrant population who travel into the centre of Dublin to peddle banana chips and beedies. You can see them most lunchtimes on St Stephen's Green eating their packed lunches.

It'd be awesome to see Criterion release Pixote (such an underated masterpiece), but that's definately not it.
