The House With Laughing Windows just got announced as a 4K from Shameless in the UK so Arrow's tease must be for a US only disc.

Somebody on Blu-Ray suggested Electric Dreams, and I’d love for it to be that. Not just hilarious, but it genuinely goes into some avant-garde moments. The first film to show a personal electronic device interrupting a public performance
