Either way, those are sandwiches that are both closely affiliated with the city of Philadelphia, so both would work

Oh, but he has, as part of the Continental Congress that passed the Declaration of Independence in 1776 among other things.

Yes, looking at his bio on wiki, sounds like Franklin did spend a significant amount of time in Philadelphia and is closely associated to the city and state.
