You know what, if it's a digipak, I actually kind of like it. Except for the pink. I don't know what it is but I never thought pink looked good for design. I even think it looked awful on the poster art for Legally Blonde. But I actually do like that cover if it is the actual one.

That's what I was assuming, though I can't figure out what it might be for. But yeah, I do agree with matt, the "Idaho" typeface is pretty lousy. I think it really takes away from the rest of it. But overall I still like it a lot.
I have no theory about the pink swirls (I won't repeat my tongue-in-cheek theory that they signify the gay subtext--oops, I guess I already did). I like the cover. The "woodblock" lettering of IDAHO, to me, is a reflection of the stylized & ornate Shakespearean dialogue that permeates the film.
I still don't like it. Too many different ideas. And the still itself is rather bland looking. Maybe that's why they felt they had to add all that other crap.
I know it's a photo, I just don't know if it's a black and white photo that was colored or an actual color photo. The color palette is very interesting.
