It's the theatrical cut. That's all that Warner has the rights to release. Lionsgate owns the rights to distribute the director's cut.

Not that I care (I have a rather low opinion of the film), but does that mean there's a good chance Lionsgate would release a BD version of it?

BluRay of Stone's director's cut is coming from Warners:

A 2-Disc DVD ($20.97 SRP) will also be available.

Most importantly, Natural Born Killers Director’s Cut features NBK Evolution: How Would It All Go Down Now?, a new featurette from 6-time Emmy Award®-nominated producer Woody Thompson, illustrating how current communication technology would impact the film if it were made today.

Presumably there would also be a totally hot cybersex scene between Mickey and Mallory before he liberates her from her parents. And lots of YouTube video of various copycat rampages.
