Wow, what a genuinely gratuitous Blu upgrade. I guess the people who really love this film can now ditch both the Blu they've bought, and the Criterion DVDs they've kept for the commentaries. At least it should sell well though.

Given that Fear and Loathing was, for a while at least, their best-selling title on DVD (if I recall correctly), regardless of Universal's duplication, I'm not surprised they'd want to see if lightning will strike twice on BluRay.

And I wouldn't be so quick to gang up on Criterion over this, Universal likely insisted on having the first crack at sales. I wouldn't be surprised to see Do the Right Thing and Dazed and Confused eventually.

And according to the reviews, Universal's Fear and Loathing Blu-Ray looks terrible. So there is room for improvement.

Agreed. This is great news because it means that Universal isn't claiming sole dominion over the titles that they've already released on Blu-ray. Last Temptation of Christ hasn't received the hi-def treatment; I'd go there first.
