The Amazon link has a more plausible explanation of the color fringing, apparently from the BFI. The color fringing is not present in the DVD, and it's not the increase in resolution in the BD that's made it visible. The BFI note does beg the question of why the 35mm print is considered the reference element when higher-resolution materials are available.

For the BFI's new Blu-ray release we worked closely alongside The Garden's producer to create a new 2K master using that original 35mm master negative, which had been used to create the original 35mm distribution prints (approved by Jarman). Older home ent releases of the film were mastered directly from the video tape that was used to create the 35mm negative and do exhibit better definition, however they don't represent the film as it would have looked in cinemas in 1990.

From what I read here, it seems to me the movie was supposed to look low-rezzed in post production, hence choosing for reference a print who got through this process.

This is so insane to me. I’ve only know of him for as long as I’ve been a member here, but I assumed he was some old internet fixture who still got press releases, like Harry Knowles. He’s just pouring his own money into this, for 20 years? Why?

He gets press releases from a lot of labels I believe but certain ones don't send them (he lists Shout!, Network, Warner Archive for examples), and part of it could be because he's located in Canada, though I'm not entirely sure.

Chris does a great job on this very site (not as comprehensive as DVD Beaver, but he doesn't just stick to Criterions either)

A couple years ago, when there were a bunch of Criterion discs that were turning up defective because they had issues with a particular pressing plant, in the Beaver FB group Gary was on and on about how Criterion had to answer for deliberately passing off bad product on to their customers. I merely suggested that if it was entirely possible Criterion didn't have bad discs pressed on purpose...and then he banned me from the group.

I thought the discs he was selling was retail copies sent for reviews, not screeners. Selling check discs is a whole different thing and yeah, that's not very good.

Oh OK. I'm fine with this. I actually did sell a couple of retail copies received for reviews... but only because they arrived late and I had bought my own copy by then in order to do the review !

He's not asking for a "handout," though. He's asking people who benefit from his work to pay something for it so it can continue to exist. The internet being what it is these days, we need people to get used to the idea that nice things are worth supporting.

(And I know you're taking a shot at Gary, not so much at the idea of a writer asking for money, but still.)
