I wish I had never purchased the set. I am assuming I would to pay that fee for The Lady Vanishes too, which they confirm there is an issue with.
They asked me for the same, and they asked me to permanently mark the disc to-be-replaced, something I have never had to do in any other replacement program I had unintentionally been involved in. I respectfully expressed my discontent with that policy, comparing against how other labels handled fixing their mistakes, but Criterion wouldn't budge.
Not a great performance from them.

They've been asking to permanently mark the discs for a while now. The public Citizen Kane replacement program involved it as a step

They’ve responded to my emails same day for the last two replacements (Four Seasons and Lady Vanishes). I’m in the queue now and the Hitchcock should ship out within 1-3 weeks. Pretty great and efficient customer service. Four Seasons replacement disc shipped the same day.

I will probably get mine sent to my Stackery locker at some point, but pretty astonished at costs of $15 for a replacement disc. Are fixed Rohmer sets in the wild yet?

Is there a list somewhere of Criterion discs with known problems that they are willing to replace?

This is the list provided to me by Criterion this week when I was enquiring about The Lady Vanishes, so I think this is the most up to date list for brown Blu-rays. The Lady Vanishes isn't on this list though, and mine was not brown, but still unplayable. So not sure if that is a separate playback issue.

I haven't previously read about these Lloyd titles being affected and The Kid Brother must be an outlier chronologically as it wasn't released until 2019. I had planned on buying it, as I think a UK release is unlikely now. My Blu-ray of The Freshman currently plays okay.

They replaced my copy of The Last Picture Show from the BBS box set as well as A Christmas Tale last year, which weren't on the list and didn't have known playback issues, so it's always worth reaching out if you're having a problem playing a disc

Would you mind posting the information from the inner ring of the reflective side of your copy of The Lady Vanishes? That will give us a point of comparison.
I can't see it super well, but I read "BVDL 26811081 8"
I just played my copy from the menu through the first five minutes, then skipped ahead to a little after the one-hour mark and let it play to the end. I encountered no problems with my disk. The code on both the inner and outer ring is BVDL 26811081 8.
